My question is about as stated above cost vs. contributions. Do contribution to say health care subtract from total cost. Or does the total cost on the profit and loss spread sheet represent the total cost after contributions. ex:

Health Care total cost: (94,714.60) Million
Heath Care Contributions: (30,022.96) Million

So is the cost of health care (94,714.60) Million or
is the cost of health care (64,691.64) Million subtracting the amount of money spent by citizens by either insurance or direct payment? PLEASE HELP trying to figure out a good budget in order to adjust my tax rate appropriately.
