My tax rate has dropped to 0%. I don't currently have space for additional corps, but all my state corps are for sale.

please build corporations in federal republic of lamater in little upsilon i have 0% tax rate i am dumped with big debts please help me out relocating or creating would do i also have high unemployment please i need your help i have 20% unemployment please thanks... all corps of mine are for sale.....
