CEO looking for low tax countries (Little Upsilon)

My enterprise is looking for countries with high welfare indexes and low taxes; list here if you'd like.

Hey I am the leader of The Grand State of Terra maris and we have a tax rate of 20% and we will bring down to 15 or further if we get a good response to the 20% rate. Thank You

I can probably manage to fit a corporation in The Etellte Confederation within a day or two. Taxes are always 0 and welfare is almost 109. If you have HLM to exchange that'd be great.
