Migration Index (Little Upsilon)

Ive got a question about the migration index. Its just because my welfare index in my country is around 90.0 and the migration index of my country is 52. The thing im trying to ask is. How do you encourage more people to immigrate into my country? and what do I need to do that will trigger them to come to my country?

Can somebody please come and have a look at my country in the kingdom of northumbria and advise me of what to do next. thanks
