Zero Tax Empire open to CEO Corps (Little Upsilon)

I'm going to alternately open and close countries in my empire to CEO corps as I have the personnel. All my countries are zero tax. Here is the start of it:

Alcona
Welfare 118
Can take 4 or 5 corps

Nipigon
Welfare 120
Can take 3 or 4 corps

Sonoma
Welfare 125
Can take 2 or 3 corps

Mecosta
Welfare 99
Can take 3 or 4 corps

Please NO Space Corps.

Will post here as I close these and open others depending on personnel situation.

United Wealth has a 0% tax rate and lots of unemployed workers, I have just closed down all state corps and am looking for private corps to replace them. Welfare index is 131.93 and rising. Good growing education system that will allow you to fully upgrade your corps. If there are changes you would like me to make before you invest in my nation please let me know and I will implement them.

Sonoma closed for now. Nipigon, Mecosta, Alcona are still open.
