Upgrades not arriving? (Little Upsilon)

Does anyone know why my state corps would not be receiving upgrades? I've set them all to auto order both kinds and they all have had 2 pending in both slots for several real days, but they still stand at 100Q 100E. Am I doing something wrong?

Because it didn't actually execute the transaction yet. Try switching the orders to immediate.
