Andoria, Sonoma, Missibani, and Nipigon are open to CEOs (zero tax), with a couple of caveats:

Moves only, no new builds

No corps from the High-Tech or Space categories

I know most of you have corps in C3's, high tax countries, etc that fit the bill, great opportunity to move them to zero tax, good welfare countries. State corps all for sale. Will move professionals, close state corps to try to make this last a while but will close up when out of professionals. If you find a country out of workers check back next RL day.
