where can i edit my budget plan for the year??

I don't think that option is there any longer. The major expenses, like social security, health care, and education, as well as the military account for much of the spending and are of course adjustable, but government costs aren't really...as far as I know.

but if i go to the automation settings there is and option to automatically set budget... how it this??

Setting the budget, auto or not, is not functional at this time.
