All countries are at 0% taxes:

Myrtle Beach Province
Charleston Province
Georgetown Province
Beaufort Province

All countries have been sent another corp, except for Georgetown which has a small shortage of workers.

Umm...72% tax is a bit much.

Okay, I'll build some corps in your countries. 30% or less is fairly reasonable. Anything higher than 30% and I might pull out. Tax rates 50% and higher are simply counter-productive. Less than 10%, especially 0% are most likely to induce me to build.
