Population decline

Can someone check my stats for the 'Federal Republic of Medousa' and try to establish why my population is in precipitous decline. Can anyone suggest ways to mitigate the loss of population? I've tried to stimulate population growth, but has had no effect.

Did you have a population bulge? If so many might be dying
