Destroyed Targets Being Rebuilt

I am at war right now and in the past when a target was destroyed, it stayed that way. Now I've had to destroy some targets twice to multiple times; and it is costing me a lot of weapons. What is going on?

Also, when I attack with the Air Force it is telling me the target is out of range. What is that all about?
