Cheep Corp in Mano Empire

I start recently and my country have 32 State corp they didn't work well since they have lack of workers (but some of them are cheap to buy less than 100B, they don't have any debts,all of them have more than 20B on their accounts, and all corps are upgraded on 199/200)

Current country goals:

1. Have all corp in country running with 100% of employers. (i add 7M people with booster and in few months (game months) all corp should have hiring at 100% i will add more population later. )

2. Bring Health, Education, Transportation on +120
(new building are ordered)

3. Drop tax from 30 to 12% (currently on 23% and going down to 12%)

4. Later increase Welfare Index to 120. (for better productivity, by adding more hospital, schools and increasing Social Security)

100% hiring is probably the single most important thing IMO very closely followed by having corporate welfare of above 100 (preferably 120). Corporate welfare is a function of country welfare so you have the right goals.

2. Production is high 119%-120% on 100% hiring
(country policy is to have high production)
3.Tax is 12%
4. All accepted corps will have enough workes to work at 100%
