Can a new player ask for secuirty council here or in the game?

I received messages about voting for help to new players but dont know how to apply for the funds. Do I ask in here or is there a place in the game?

Hello, Marcus: the Security Council can give untied financial aid to countries out of cash, for example, under certain circumstances and requirements.
In your country home page, go to "Security Council" tab, on the left hand side of your screen. When you saw the "Little Upsilon Security Council" look for the phrase "Who are the members of the Security Council", click on it and the page display the nicknames of all the members of the SC. Choose one of them and click on the "President name" and you can send messages to him/her.

You may ask a SC member to bring forward a proposal for aid. Since I'm a member, let's say you just asked me :-). Just state your country's name, so I can make a proposal.

My country is New Terms Of Service. I am not out of money though. Not sure I want to spend myself to 0 just to get aid. Is that wise? I need more cash to level up so spending it all seems counter-intuitive.

You're Game Level 3 and have plenty of cash, so unfortunately you're not eligible for aid.

How about me? I have been stuck at game level 1 because of no cash for a long time now. I expanded too quickly to 3 countries because I did not realize that they take an average of the indexes to qualify for the next game levels.

Oh I didn't know you could only receive it once. 2T seems like a small amount to kick start a country. But rules are rules, I'm cool with it =)
