im still not getting any Senior Doctors graduating... priority is 6 but 0 graduating for years now! any help??

Your Senior Doctors may be retiring at a faster rate than you can educate them. Ck. them by age group. Adjust the Edu. Priorities accordingly. Give it 2-3 mo.s to take effect. At high Emp. levels (96/97%) it's like playing Whack-A-Mole with your higher professionals. Put 'em at 20 (of 120) for now and improve your Edu. level for better flexibility

russianruk, I saw that your country have war hospitals and you are not in war. Consider swith war hospitals to civilian ones.
