Setting up military airport

I cannot set up military airport and hence cannot buy helicopters for disaster relief. Does anyone know why?

You should already have the military base and airport necessary for defense hardware. Unless it is damaged in which case buy construction until it is fixed or simply wait for the country to deal with it in due time.
