When that happens, it triggers a cash transfer from your cash back into the corps that are low on cash. There are other factors, but someone would need to look at the overall financial picture of your country to see if something else is causing the cash flow problem.

I did notice that your unemployment rate is low enough and you have some new corps that take money from you account to establish their initial cash. Check the corps where there is cash transferred to them and see if there are any unusual cash withdrawals that could be triggering a need for you to transfer more cash to them.
