Discord is your best bet for quicker (at least relatively) communication on building CEO corps in someone else's country. Fair warning, 120+ Welfare generally tends to be the larger more established names, and fewer yet have that sort of welfare with a sub 30% tax rate and are open to random player Enterprises. I'm not saying you couldn't find someone open to give your enterprise space in their country, but you're probably going to have to expand the metrics of the country you're willing to work with.
