For excellent education your index should be 200.
So should i continue pumping out Universities after this mark and changing them into back to work programs, should i convert a few before this time. Any ideas on the proper porportions? I would like to find out without trial and error.Thank you.

If you have a high education index, you should also have a lot of back to work schools/special clinics to help balance out workers and educated professionals. Too high an education index can result in worker shortages, assuming your using your education system to full potential (education priorities equal 120). You should aim at achieving the maximum workers out of b2w/S Clinics. Note that this maximum is determines by the number of workers in CEO controlled corporations, so the more CEO corporations you have in your country the higher the amount of corporations you can achieve in your country.

If you work your education priorities well you shouldn't really need a high education index, 100 is quite sufficient in my opinion, maybe 120-150 if you have a lot of high tech corporations.

My countries have more b2w/S Clinics then universities and hospitals, but I still need a lot more to achieve the maximum.
