Is this right? An overwhelming defensive force that takes out, say, 4 attacking units for every loss incurred, still loses a war unless there is also a counterattack. The attacker can only lose a few war rating points by losing battles; there's no way he'll be reduced to 0. So even if it takes massive investment by the attacker, the defender will eventually be reduced to a 0 rating and lose.

Further, the specific losses a defending country incurs might not be critical if the country is large enough, except that it just automatically surrenders after a certain AMOUNT of damage has been done, regardless of the PROPORTION of the country's assets destroyed.

So if there's someone strong waiting to pounce on a particular country and that country (as I just read elsewhere) can't come out of Secured Mode when its Offensive Index is over 100, it can't come out of Secured Mode at all.

Yes, No, and No.

Surrender is no longer an option. You can arrange with your opponent to let the war end with no more attacks.

You must sell or move weapons to meet the requirements to remove secured mode.

I didn't know the word surrender ever was an option. I was referring to the kind of losing that happens when your index hits zero.

And I either you didn't understand what I think I said in my third paragraph or I didn't understand your response to it.

Or maybe it's just the "no" in your opening that's wrong. Because I think your response only supports what I said. A country with a strong offense must weaken itself to come out of Secured Mode. If there is another very strong country waiting to attack it, the first country will have to fight a way where, at least at the beginning of the war, it has relatively little offensive capability.

Is that right?

There are only so many weapons in use at anyone time.

If your garrison blueprints are set up and the logistics train is established it is possible to come out of secured mode and immediately fight a war.

You sell the weapons to your ceo or transfer them to other countries in your empire (if you have any) and keep the ammo instock.

Once out of secured mode you then transfer the weapons back and even if someone declares on you if the logistics train is established the garrisons will fill and you'll have a respectable offense in time even if someone declares the second you are out of secured mode.

However .. bringing a country out of secured mode soley for the purpose of a war is not advisable, esp. if someone is taunting you and there is only one country in your empire.

Even if it's very possible you could win against the person you are concentrating on, you never really know who thier allies are.
