Wy do my BTW schools keep getting converted back to Universities? (Golden Rainbow)

I have more than enough housewives to keep enrollment full.

Is there a game limitation that there must be more universities than BTW schools?

500 is max, but if your country isn't in need of them, they convert back to Uni's.
