Total newb, so be gentle. I obviously don't know how the unemployment rate is computed...
What am I missing that makes the following statistics consistent? Shouldn't the percentage unemployed be?:

(Number of unemployed) divided by ((Number of unemployed) plus (Number of employed))

I compute that to be about 4.5% unemployment, not 14.95%.

Population 8,604,517
Employment Index 85.05
Percentage Unemployed 14.95
Number of Employed 3,641,394
Number of Unemployed 171,492

The number of unemployed as you are calculating excludes housewives that can be trained by back-to-work schools and disabled workers that can be rehabilitated by special clinics.

However, the game includes these two groups as unemployed for purposes of calculating unemployment rate. That probably explains the difference.
