Falling population (Fearless Blue)

I have lost 2 million in population recently. My death rate is 300t more than my birth rate. Any ideas how I can increase birth rate?

You need to increase your health and education indexes and it should take care of itself. Concentrate on the health index first to lower the death rate.

My health index is 171. Education 202. Is that not high enough?
