Cost of Setting Up State Corporations (Little Upsilon)

I was looking at my finance page and saw that last month I spent $929 billion setting up a state corp. That's really expensive... how is the cost of setting up a state corp calculated?

Are you sure you weren't looking at the "Year to Date" chart?
