The message subject line pretty much sums up the issue. Is this a glitch, or was this a shortage that I have now inherited and must deal with? This happened in Teruel East on WG. Thanks.

It is no glitch.

To conquer the C3, you had to destroy civilian targets (cities, towns, etc.). Now, they need to be repaired and for that to happen, construction must be consumed.

I actually had to buy 37T units of construction to repair a country I conquered from another player once. But that was under special circumstances and it was a country 70mil of pop.

You don't have to buy the 3.5B construction all at once, however. You can use the country's order strategies (under trade menu) to order a set amount every month until the shortage is resolved. It might take a while, but it is probably easier on the cash flow.

Hmm, guess I did knock a few things down during the war. Makes sense now. Thanks for the responses and for the fix strategy. (I couldn't even imagine being in the hole 37T of anything!)

yeah that happens to all new countries when you take them over... they're always at least -2B of construction. but the game takes care of that automatically... after about 5 game years its down to normal.

You can hit a c3 with no CEO corporations. If you take out the factories and then the forts you don't have to do much additional damage. Make sure you paint the entire map with some land units. SF units work fine.
