Enterprise Corporation Help (Little Upsilon)

I have a new corporation in a C3. The salary index is 310 at the moment. The state controlled corps are at 100 but they are hiring at 100% while I'm hiring between 80 and 90% and there are plenty of workers. What gives?

Did you recently move to this country? If you had just built the corps it should be at 100%.

I built it new in this C3. There are older corps there that have even higher salary indexes than mine but their hiring is in the 50s.

My plan is to move it to a low tax countries but I had to build some in C3s to get my new enterprise going. I just want to be clear about how this works so I can be successful as a CEO. Running my country's corps was a thorn in my side. Now if I want level 4, well....

borderc, why not try moving salary for that corp up to 410? just to see what happens.
