How do the numbers work? I would think #1 would be first priority, etc but it clearly doesn't work that way. So is it the higher the number the more priority?

yes-but the total of all should not be over 120

the total is shown on the bottom.

for a new country I put teachers and University Teachers at 20 the rest at 5 or 10

if you click on the green Employment Index on another countrys page youll be able to see what that player has his set to

the number you put in is out of the total. its a ratio or fraction. if you put in 10 for something, and your total for all types is 120, that type gets 8.5% priority.
