Question about moving up to Level 2 (White Giant)

I am currently working on moving up to level 2. I have 7 countries....I may have expanded too fast, I understand.

Anyway, I know that I must get my entire empire's Defensive average up in order to move to Level 2. My question is, do I have to have Level 2 forces in each country to move up to Level 2 and get the bonus coins OR do I only have to make sure my empire's average is at the proper level which will then give me bonus coins for each country I own?

Can you drop below a defensive index of 75 after you have earned the coins bonus, without any repercussions?

Also, I have a country in 2 different worlds. Can you get the bonus for both countries?

yes your can drop below the 75 after you get the coins it will lower you back to level 1 and yes levels operate independently of worlds
