i just moved 3 corps(full production and hiring) to a different country and now the production and hiring are in 15%, is that normal?

Yes. As long as there are enough unemployed workers to staff your corp available. The level will increase 15% per game month. If you moved the corp to a country that was short on workers or where there is a salary competition going on, have fun. You could be in for a long ride.
