I was looking across all help posts and it seems I can't find any information regarding budget management (including documentation).

I was trying to play around with numbers but, strangely, it does not seem to make any difference on my finances.

The budget is dead-end code...doesn't do anything. Spending is pretty much calculated by the game automatically, based on how much infrastructure/military you have and what government salaries are.

Does increasing budgets over automatic settings impact indexes? For example, my trans index is 55, but roads = 120, rail = 126, and water = 75. Will increasing trans budget boost the overall trans index? How do I get overall trans index up to match the detail indexes?

the transportation index is a moving average, so it will lag by a few months.

roads, rail, and water should be roughly equal, because the index will only increase up to the weakest link in the system. The same goes for the education index.

So if you want a 120 transport index, you should buy water treatment plants until you have that in the 120s. The composite transportation index will catch up a few game months later.
