Special Forces Units (Golden Rainbow)

I just put some sfs into units with the intent on airlifting them into a c3 a ways away. However, I get this message:

This military unit is not sufficiently supplied for the transport.
The unit is waiting for supplies.
You can airlift this unit when the supplies have arrived.

Any ideas? I know they are supplied, I JUST made them and made them with extra gas etc.

EO....is it not the case when you "make" them, an "order" for supplies is placed to the supply units and you have to wait on delivery?

no. I have used them many times before. What supplies do they need that you don't already give them when you put them in units?

Also, I have waited a couple game months, and have plenty of supply units.

This is a pain

This usually happens when not enough ammo at creating time
