Moving navies (Kebir Blue)

i have increased my helios and air craft carriers as required. this greatly increases the numbers that have to move. i have multi country declared on an inactive country but cannot get the navies to all move. is there a limit of the number of navies that can be used or sent to one country? i even tried to lower the number of units to be moved but to no avail. any suggestions.
