Your unit needs to be fully supplied to airlift it. If you want to quickly transport something, try disbanding the unit, then creating a new one which will be fully supplied at its birth - as long as you have the ammo in your country that is.....
Both the unit and aircraft need to have supplies. supplies include enough ammunition and also fuel and military supplies. I'm not sure if military services can also have effects.
