How to get rid of LLW? (Golden Rainbow)

I can't figure out how to decrease the number of LLW in my county (My Kind of Town).

I have made some exchanges within my own empire and a couple with outside countries, but these workers are multiplying like rabbits. I exchanged 200,000 maybe 6 game months ago and I am almost back to where I was.

My education index is ~160 and my education priorities total 120.

Is there anything I can do?

Get another corp or sent some more LLW to you're other country if they need more workers.It take's some time before you can reach maximum high level of employment.If you're above 90%,you're doing good.
