Health Index Question (Fearless Blue)

Are there other variables besides how many hospitals you have that affect the Health Index? I had about 20 or so more hospitals than needed, but could not reach the 100% needed for level 4. Thanks!

You need to wait for the index to catch up, takes time, particularly with HI (and now more with EI too it seems to me).
