Automatic Deactivation of Defence Forces (Kebir Blue)

I've been trying to activate tons of missile interceptor batteries in my countries, but in each case they're not staying activated.

What are possible reasons for this? Do I need to actually put these weapons into battalions/divisions/etc...to keep them activated. Is not having enough ammunition a reason for them to automatically deactivate?

I'm certain that the lack of LLW/MLM is not the issue. Anybody got any insight into this?

It could possibly be not having enough defensive bases. 20K weapons per base I think.

Need to add, that they need enough LLW or MLM available and in the correct age range.

Soldiers 18-50 years old
Officers 24-50 years old

Note: The Wiki has been updated to state each base can now hold 40K weapons.

120001/3 = 40000,(3)

Hence I changed it to 40 000.
