Replenishing Garrison? (Golden Rainbow)

Getting a message for first time that says Garrison XXX is short of weapons and ammo for x number of month need to replenish. I checked my countries products in stock list and can't find the shortage. How do I fix this and for that matter what is a quick way to find the particular garrison on the map?

create more supply units and make sure you have enough weapons and ammo to stock your garrisons

yes supply units 50 - 100 small ones work very well.
