Soldiers and officers in the army (Kebir Blue)

i keep getting messages that my country does not have enough staff for its army. Insufficient maintenance caused about 20 percent of the weapons, military units and garrisons to be moved into the reserves this month. how do i stop this from happening?? is there a way to increase the amount of people in the military??

Increase education priority for medium level manager. They are the officers. The soldiers are from low level workers which I think you get for lowering your education priority(I'm not really sure).

you could also try using gold coins to buy a population transfer. I got 2 mill pop by doing this , erased my worker shortage in a day.
