i put a garrison of vaious missile batteries in my capital and while it shows the batterys it doesnt show their ammo. Does this mean they have no ammo? And does the red slider bar that says 100% total blueprint mean that the garrison has the ammo that was put in the blueprint?

No and no.
You cant see ammo in your garrisons. If you have a positive number for your ammo in your inventory of weapons/ammo then this means your garrisons are full of ammo to the level you initially set them up at, (bear in mind that you need to wait a couple of months for the ammo to be delivered there), and you are looking at reserves stashed away in your bases.

The % of blueprint slider will decide how many weapons and their alloted ammo amounts the game will attempt to place in your garrison, to the % of your initial garrison set up, (presuming you have enough stuff to fill this order).

PS. Always have LOADS of extra ammo in your bases!
