how do you get ur education index to 200?

Buy twice the number of required elementary schools, high schools, and universities as it states are required. After they're bought, give it a few game months for the index to creep up to 200 (the index is a trailing index of the last several months, so it takes a few game months to reflect the current situation).

ok so if you want the index to be 75, u need to get 75% of the required and it will slowly go up. same with 200%. sweet thanks.

Pssst...Balance the individual indicii of elementary and high schools and Universities so they are all the same-ish. (ie. Elem = high = uni = 200).

Yes, what CC said is very important. Your Education index is the lowest of the three school indexes.

For example, if you have an elementary school index if 100, high school index of 200, and university index of 225, you'll still have an education index of 100. Same thing holds true for the Transportation index, as well.
