You order it. Defensive Force Index click it. You should see purchase weapons and ammunition. Click that. Look through the list and find Defense Fortifications. Click over to the right where it says "order". Then buy what u need the number of forts you have should be 20. The number to order should be 80. Cuz you can't have more than 100 forts in your country. Good Luck. I might regret this but if you need anymore help message Smokes Wrath on fb.
