Well, I've been a full member for a while. And I took this C3 country on GR that I'm trying to declare war with, but I keep getting that error message. I've gotten it before on previous occasions, but if I wait about a game month it let me declare back then. Not so this time, I've had the country for almost 6 game months and still no deal.

What's going on here :/

I've had gliches pop up here and there. Mostly they have taken care of themselves but in the case where they didn't, I shot it over to the gamemaster and it took a few real time days for them to get back to me but the problem was fixed. That might be your next course of action if you haven't done so already.

It happens all the time. Pretty much every time I take a C3. I found a workaround: if I put the c3 in a federation, I can force it to go to war w/ a federation war vote. Strangely enough, after it is forced to declare war it usually functions as normal.
