Can an enterprise give money to its public corporations? (Little Upsilon)

I have an enterprise with alot of public corporations and I've noticed that certain ones go into debt for part of the year and it takes a while for them to recover and pay back the debt. Occasionally some corporations get so much debt that they automatically close. It takes some work to turn a corporation public and then gain enterprise control over it so i hate it when they close due to debt. I know it's easy to add in money into privately held corporations. Is there a way to avoid public corporation debt or at least be able to add in money into the corporation to keep a bit of "money padding"?

The only way to do this is to issue new shares which the CEO would buy.
