What are these Government facilities that are in the country stock? What purpose do they serve? I have a theory. I don't know if it's true or anything, but my theory right now is as follows:

Government Facilities are staffed by specific numbers of workers.

Government Facilities use specific numbers of supplies.


In order to prove this theory, the following would need to be done:

1. Determine if the number of Government Facilities is directly proportional to the "Cost of Government".
2. Determine if the total employed is greater than those you can prove are employed in health, education, defense, and corporate fields.
3. Determine if any other situation can explain this discrepancy.
4. If the above three are true, then it can be proven that Government Facilities are staffed by specific numbers of workers.
5. Next, determine if the combined salaries of those working in Government Facilities is less than the "Cost of Government".
6. Determine if the "Materials sold or used by government"* is greater than the combined (total cost - salary cost) for health, education, defense, and transportation** fields.
7. If the above two are true, then it can be proven that Government Facilities use specific numbers of supplies.

*the month will need to be the first of the year as the only log of this is a YTD one.
**transportation does not employ workers, therefore it does not have a salary cost

Edit: I am serious about the theory, but I acknowledge that it serves little purpose.
