I have now 13 millions people in my state and last year the population start stagnating (+200 per month). What can I do for increase population grow? Thanks.

Population increase is controlled by birth rate and the number of people in childbearing age (18-40).

Birth rate is affected by the total number of people in a country, and the health index.

You can either buy population (this increases pop growth, up to a point...) or increase your health index. Be aware that increasing health index also means old people will live longer, taking up space and incurring social security expense.

You could also try trading out older worker categories (ie: High tech execs) to other countries in exchange for younger workers like LLW. The gains from this would be temporary at best and it may be a direct path to insanity by way of excessive micromanagement.

It looks like your population is growing at about 12.5k / month, which is a quite respectable population growth. If you increase your population further, your growth will increase as well, at least until you start reaching around the 40M population mark.
