Cant get to level 3 (Little Upsilon)

I have all the goals I need for level 3.There is one problem,my salary index goal is 70,but I have the salary index of 100.Could some one tell me where I am going wrong with the salary.Thank you.

Do you have any "State Corporations?"

I have found that when I do not have any state corps in one of my countries that that country gets averaged in to my empire indexes with only the government salary.

Edit: I am guessing that the 70 is your gov't salary index.

Let's use our noggins here for a minute. If your salary index isn't high enough... increase it!

What does noggin usage mean?I think he is trying to say loggins as for password or something.It's more like a hacker some sort of thing.I don't know.

Plato,you could be right about the 70 salary for the goverment.I might try that.Other wise I have seen some players with peacful games with 50 salary for the government.I might be wrong though.Thank you for the advice.Also too,what I am trying to do here is,I throw in all the corporations except nuclear corpoartions and study the corporations on which ones that have high turnovers and throw out the ones that don't make any profits.

You're right, I'm talking about hacking. Noggin is a type of software that lets you increase your salaries and country indexes. It also helps you make lots of profit and fight wars. All of the good players use one.

Miles, I wouldn't make fun of it. Noggin is really a pretty good product. It's just got a bad rep because it can be kind of difficult to set up properly. A lot of people say they're thinking about using noggin but don't really mean it.

I never go anywhere, without my noggin.
