when i try to change professions from techers to high level workers for exmple it just says iv exceded my monthly limit of 50,000 yet i havnt at all !! wtf!this happens every month does anybody know wtf is goin on?!?..

Most likely due to the automatic systems "helping" you.

Not actually education priority related. Though if you're converting teachers downward to HLWs, you may want to consider lowering their priority.
