AUtomatic Ordering of Hospitals? (Little Upsilon)

My country seems to be ordering hospitals when I do not. The number keeps going up even though I have enough. What is happening? The same goes for other things like schools too.

Settings -> Automation -> Automatic Systems

The first seven check boxes control the automated systems.
