Cant maintain hospitals (Little Upsilon)

I went from 44 to 43 last month.And I was lacking on the doctors and I have not been getting any doctors for the last 12 game months.It has been decline all the time even I have the education priority set at 15.Why am I loosing doctors and not gaining?The graduated last month was 327 and yet I still dont have any to increase the hospital index.My country will have very high death rates and that is bad.Could some one explain this to me.

In the last game year (April 2570 to April 2751), the number of doctors you have in your country has gone from approximately 22,000 to 24,126.

They are graduating and then getting employed into hospitals. However, if you attempt to build too many of them without sufficient hospital staff, they will auto-close.

Increasing your educational index will help with educating more professionals. Strive for at least 120 - 150.
