Is there a way to determine how much relief to send to a country experiencing a natural or man-made disaster?

From Treasurer on Kebir Blue, in a related thread:

"And each disaster that happens whether it be earthquake or nuclear gives different levels of needed support depending on it's damaging effects. Every earthquake is different. Some are small little trembles, others major shakers. It's impossible to gauge how much to keep on hand as relief supplies."

The above post was from January 20,2009. Was wondering if anyone has codified this yet. I'd like to help those less fortunate, but I'd also like to be prudent in doing so. Any advice appreciated.

Is there a connection between war (nuclear or no) and the incidence of disasters (not speaking of the fallout)? Or any other benchmark?

The only way to make sure is to ask the "owner" of the natural disaster for a list of required materials :(
