I have found with this priority you loose unskilled workers

They are being educated and moved into the professions.

Anyone know if the game changes priorities. I set them as I wanted them by the beginning of the month and when I came back by the Sept. 15 they had changed. Is that normal?

For new players, yes. Turn off education automation, from "configure automatic systems" on the settings page.

Yeah, I know they are busy with all of the new features and stuff, but that's one thing that certainly needs improvement for the new players who need those automations...

No its not. The players should talk to others and read and maybe join feds.
